The mainstream escape route

The tool most teams actually move to, particularly where engineering already uses Jira, because incidents link to the code that caused them. Nobody can tell you what ServiceNow costs

That is not an exaggeration and it is the honest starting point.

ServiceNow is sold on annual contracts, priced by module and by user type, with fulfiller licences costing far more than requester access. Discounts depend on term length and commitment. There is no list price on the website, and two organisations of the same size routinely pay very different amounts.

What is consistent is the second bill. Implementation is a project, usually with a partner, and it is normal for the first-year services cost to rival the licence. Organisations that budget for the licence alone are the ones who end up unhappy.

So the useful question is not “what is cheaper” but “how much of ServiceNow do we actually use”. If the answer is incident tickets and a request portal, almost everything below does that for a rounding error of the cost.

The most searched comparison here, and the answer depends on one thing: whether the platform has to serve departments outside IT.

Jira Service Management is stronger where IT and engineering meet. Incidents link to the Jira issues and deployments that caused them, on-call and alerting are built in, and a team can be running in an afternoon. It is free for three agents and about $20 per agent after that.

ServiceNow is stronger as an enterprise platform. HR case management, facilities, procurement, legal, a governed CMDB and workflows spanning several departments are what the price buys. It is a platform your organisation builds on, not a tool you install.

The rough test: if only IT will use it, Jira Service Management. If HR and facilities are in the business case, that is genuinely what ServiceNow is for, and the cheaper tools will disappoint you within a year.

Decide which ITIL practices you actually run

Enterprise service management is sold on completeness, and completeness is what makes it expensive.

Write down which practices are real in your organisation today. Incident. Request fulfilment. Change enablement. Problem management. Asset and configuration management. Service catalogue. Knowledge. Most IT departments genuinely operate the first three and aspire to the rest.

The ITIL framework is worth understanding before you shop, because every vendor maps its features to it and you need to know which parts you care about. Buying a tool that supports thirty-four practices when you run four is the single most common waste in this category.

Then check the boring thing that decides success: asset discovery. If you cannot automatically populate a CMDB, a service desk becomes a list of tickets about machines nobody can identify. GLPI and Atera both do discovery well and cheaply.

Why is ServiceNow under pressure?

People search this, so briefly and factually: it is a large, highly valued enterprise software company, and its share price moves on growth expectations and on the question of whether AI agents will reduce the seat counts that its licensing depends on. That is an investor question rather than a product one.

What matters to a buyer is different. Renewal negotiations are where the leverage sits, and the credible alternatives below are what create it. Even organisations that stay with ServiceNow benefit from having priced Jira Service Management and Freshservice properly first.

Every price here was read from the vendor’s own pricing page in a browser on 14 September 2026, not copied from another round-up. Where a vendor does not publish pricing, we say it is quote-based rather than inventing a figure.

For service management we look past the feature matrix at three things: whether asset discovery works without add-ons, whether an internal admin can configure it without a consultancy, and what the implementation realistically costs on top of the licence. That third number is the one that surprises people.

For open-source options we state that the cost is hosting plus maintenance rather than zero. We read current Reddit threads for each tool, so the views here are from this year. No vendor pays for a place on this list.
